Using two quotes instead of double quotes prevent translation of messages

Bug Description

Hello,

Launchpad refuses to accept translations containing brackets - { and }. This is somewhat problematic as it prevents some translations to be done - in JOSM, for instance: https://translations.launchpad.net/josm/trunk/+pots/josm/fr/+translate?batch=10&show=all&search=Warning%3A+object+%27%27{0}%27%27+is+already+deleted+on+the+server.+Skipping+this+object+and+retrying+to+upload.

Launchpad will refuse any translation containing brackets with the following error message:
Unexpected form data

Launchpad doesn't understand the form data submitted in this request.

This bug was reported by François Blondet in the lp-l10n-fr mailing list. Feel free to ask if any additional input is necessary.

I just tried translating it into Romanian and everything was fine.

There are many other project using brackets in translations {0} and I am not aware of any problem

If you want to try yourself, here is the translation I want to do :
Attention : l'objet "{0}" est déjà supprimé sur le serveur. Ignorez cet objet et retentez l'envoi.
I tried with "{0}", ''{0}'', „{0}”, but none worked.

Note that there is a problem to when using a po file and poedit.

Launchpad translations and Poedit are using „msgfmt -c” for testing translations for errors.

The message is marked as java-format , and I don't know if using two quotes instead of double quotes is a valid java expression and msgfmt gets confused.

I think this bug can be solve in JOSM by using proper quotes and also in msgfmt by improving java-format parsing.

I have submitted the translations with "le objet" , feel free to delete it.

We are using GNU gettext library for syntax checking translations. This sounds like an upstream bug. It'd be nice if someone can confirm if that's true.
