If a panel is deleted, it is not possible to re-create it under U 10.04

I inadvertently deleted a panel and was unable to re-create it under U 10.04.
It was necessary to re-install a previous release of Ubuntu, create the panels and then re-update to U 10.04. i use a simple two panel scheme. One panel is for the icons and the other shows the active windows.

Another problem is that the icon panel than i want on the "bottom" and is listed in panel properties as on the "bottom" is placed above (rather than below) the other panel, which shows the active windows.

This is not a bug.
Right click on the remaining panel, add new panel etc.

Thanks for the help. This may help to answer the first part of my concern, getting the panels back. if they are deleted.

It does not answer the second part of my concern, how to get the panel with the icons to the bottom of the screen. Using the panel properties and setting to "bottom" does not make it the bottom panel, only the next to the bottom panel, and i would prefer it to be really "on the bottom" of the screen.

Any ideas?

And what about the other options given?
Did you actually read and test the suggestion given from the link 'Moving a Panel'?
Press ALT, click on empty space and start to move it.
Unstretch the panel, drag it from the edge to any place you want.

## In case panels are locked.
Please open gconf-editor and verify if the panel is locked.

i tried the suggestions to get the desired panel moved to the bottom of
the screen, (rather than on top of the panel at the bottom of the
screen, where it is now):

   hold down ALT and drag panel - no effect
   You may find several answers on restoring a panel. These suggestions
did not address my problem.
   FAQ #1163 did not address my problem.

i ask that you re-evaluate the truth about this problem being a bug.

In response to Sam's comment, i think that when you right click on a
panel, click Properties, select Orientation Bottom and
click Close, that panel should be moved to the bottom of the screen. If
this does not take place, i believe it is a low priority Bug. Because
"Bottom" means the bottom of the screen.

Then reopen your bug report or report one upstream to GNOME.
