If that can help, just found out:
ericg@mainews:~$ sudo update-manager -d
Traceback (most recent call last):

And here, cannot remove these:
N: Ignoring file '20auto-
W: No Hash entry in Release file /var/lib/
W: Invalid 'Date' entry in Release file /var/lib/
E: Failed to fetch file:/var/
E: Some index files failed to download. They have been ignored, or old ones used instead.

I see two issues, both of them just minor:
1. "N: Ignoring file '20auto-
What is the output of
cat /etc/apt/
ls -l /etc/apt/
2. "E: Failed to fetch http://
The gearman-developers PPA does not provide software for yakkety and has to be removed from the list of repositories.
sudo rm /etc/apt/

Which version of apt do you currently have?
Which version "1.3.3 from Michael Vogt"?
You should have 1.3.4 from the yakkety-updates repository.
What is the output of
apt-cache policy apt libapt-pkg5.0
Where does this "W: No Hash entry in Release file /var/lib/
What is the output of
ls -l /var/lib/

Hello and thanks again,
Here is the output of:

and the output of:
ls -l /var/lib/
ls: cannot open directory '/var/lib/
I don't know where that comes from. I've been installing a Bind9 and a DHCP and DDNS Kea server and I had a bit of fuss with Boost... and my Ubuntu install dates from not even a week... Actually I had an old dvd with Ubuntu 16.04 on it and I could not install it neither on CPU and laptop, same with an old version of MInt

Try
sudo rm -v /var/lib/
Have you (after executing the troubleshooting procedure) installed the apt-build package? If yes, which what intention?
What is now the output of
find /etc/apt -name '*.list' -exec bash -c 'echo -e "\n$1\n"; cat -n "$1"' _ '{}' \;

I see contradictory information in your output.
In comment #10 the command "sudo ls -la /var/lib/
And adding additional software (apt-build) during the discussion to solve your problem has also contributed in a negative way, because it created additional errors.

Sorry was away once more... About contradictory output I simply don't know.
I tried several times to force removal of the files then:
clean
autoclean
autoremove and
sudo
apt update..
It comes back.
About downloading apt-build, my mistake.

sudo apt-get update

I cannot update apart from the terminal that I can only open with a right click on the desktop.
I have this no trespassing next to the network connection, and can't open the updater.
I think it's a problem with the dates updates, they are really weird and iI can't open the locale manager neither.
I did a checkup with Ubuntu earlier today, hope to have news soon.

What is now the output of
ls -la /var/lib/
All the error messages in your last output relate to apt-build. Maybe uninstalling that package resolves the related problems.

Thank you very much for all this.
This computer is a few years old, about 6yo and has seen numbers of distros
on it.
Several Windows first, then quite a few Linux distros from Ubuntu to Arch,
Fedora, Centos etc,,,
Secondly, there are many chances that this computer and 2 others were
hacked, a few years ago.
The only things that could prove it, was weird behaviors from these
computers and a small file found
with rkhunter. Another thing I remember is Google analytics was showing a
few visits/day to my websites,
but when I tried a few other apps to record the visits, I recall seeing
more than 1000/day...
Anyway, this is the past and I start from scratch again soon.
I need to strengthen my ways with security, and see if I can format totally
this computer(s).
I thought the problem was solved but then when I upgrade there are these
file:
sudo apt-get upgrade

here:

The following packages will be upgraded:
libtiff5
1 upgraded, 0 newly installed, 0 to remove and 0 not upgraded.
Need to get 147 kB of archives.
After this operation, 1,024 B of additional disk space will be used.
Do you want to continue? [Y/n]

Can you please recommend a way to totally format the Hdds and systems?
I had installed Kea DHCP and DDNS server as well as Bind9 DNS server,
databases
etc.. But I won't run anything on this computer the way it is.
Thank you very much, your help is much appreciated...
Eric.

Thanks a lot Manfred, for your time and efforts...
I'll try to secure as much as I can desktops and laptop, If I can, with a friend setup a bastion host, IPs, my passwords, etc...
Any advice is welcome!
All the best,
Eric.

Hello Manfred, actually I put the trailer in front of the car, I could
remove the apt-pkg file following your model with apt-build.
But still cannot access the date manager and the updater, terminal only on
desktop right click..

Do you know anything about apt-listchanges? Have you installed that manually, or modified something on the package's files etc.?
What is the output of
ls -l /usr/bin/

I've downloaded an apt package from launchpad i remember, but as i have
almost never used it (Launchpad)
i might have done a mistake, like: in the readme file of the developer,
there was instructions that i thought would repair the already broken apt
it was -G Ninja, BTW I think Python comes also from that file here:

I was not asking about the apt package, but the apt-listchanges package.
In normal cases there should not be any need for a manual download of packages ("I've downloaded an apt package ..."), but all software should be installed with help of the package management system (i.e. with programs like ubuntu-software, update-manager and synaptic, or with command line tools like apt, apt-get and eventually dpkg).
"I thought would repair the already broken apt" - You have to differentiate between a broken program (not running as expected) and broken package dependencies (i.e. one package is installed although another one which is a prerequisite is not installed).
What is now the output of
sudo apt-get update
sudo apt-get dist-upgrade
sudo dpkg --audit
And as already asked before: What is the output of
ls -l /usr/bin/

Why are you always interfering with the package management system by manually downloading and unpacking programs and/or deleting system files? You are breaking interdependencies!
Apparently there are now some references to apt-listchanges files somewhere else, but you have deleted the apt-listchanges files.
I suggest that you reinstall apt-listchanges and then remove it again, but using the package management programs.
sudo apt-get install --reinstall apt-listchanges
sudo apt-get purge apt-listchanges
After that try
sudo apt-get install python-
and copy/paste all output.
Can you help with this problem?
