unable to install any new package in ubuntu 13.04

i am unable to install any of the new packages in my ubuntu 13.04 suddenly..i have tied out all the various possible solutions mentioned on this forum.i tried the procedure mentioned on "PackageManagerTroubleshootingProcedure" ( https://help.ubuntu.com/community/PackageManagerTroubleshootingProcedure )..yet unable to solve the problem..

kindly reply for solution further.

13.04 is EOL. You need to install supported release. I suggest 14.04, not upgrade, but new clean install. The problem is,13.10 is also EOL.

It's like saying "I have Windows 98 and I am getting no updates"

I suggest you wipe Raring off and do a clean install of Trusty. You can restore your user data from backup. Trusty is LTS and supported til April 2019
