how to slow down the frame rate of an mp4 file

Hello, I just downloaded openshot and i don't see any tutorials. I just need to slow down the frame rate of an mp4 file. Can anyone help me?

Just letting you know that the problem has been solved outside what
launchpad is providing. I am amazed the official providers are not aware
of this fix. I was almost about to spend well earned money on a new
printer. Here is the solution.
