hplip 3.21.4 doesn't recognize hp scanjet 2500 f1 in linux mint 19.2

I'm running Linux Mint 19.2 (64-bit) and recently added an HP Scanjet Pro 2500 f1 scanner. I installed hplip version 3.21.4 since it is supposed to support my scanner, but it can't seem to see the scanner. At first my scanner could only be seen by sane-find-scanner when executed as root, but I added a rule to /etc/udev/rules.d that set the permissions to OWNER='root', GROUP='scanner', and MODE='0666'. Now sane-find-scanner sees the scanner when executed as user. Did I maybe miss something in the hplip installation?

 Thanks for responding, Brian. I can't find any references to a plug-in for the HP Scanjet Pro 2500 f1. Can you tell me where it can be found, how to get it, and how do I then install it? Thanks!

I would download the plugin from

 https://www.openprinting.org/download/printdriver/auxfiles/HP/plugins/

and install with

 sudo sh hplip-3.17.10-plugin.run

(Is that the correct version).

How do you go on?
