Negative number in min slots.

In Public Hubs window, displays the min slots of a specific hub with a negative number (-1). Also, I can't connect to this hub. Are these two related, and in what way?

Depends on what error message you get when you connect to the hub.
The only relation I can think of is that the hublist server can't get the min slots number from the hub because it is down.

Here is the error message:
[16:22] *** A connection attempt failed because the connected party did not properly respond after a period of time, or established connection failed because connected host has failed to respond.

Here is some of the info of the hub in the Public Hubs window:
shared:31,84 tb, min share: 5gb, min slots: -1, max hubs: 30, max users: 2000, reliability: 0,97, rating 80,33%
This info hasn't changed since the hub was down. It's the only hub in the hub list with a negative min slot. Does that mean there aren't any other hubs offline OR the ones that are offline are not shown with negative number because I haven't tried connecting with them?

1. The message means the hub is down.

2. None of them. The info shown in public hubs window is provided by the hublist server what you selected. This information is from an external source so its contents are does not depend on what you do in DC++.
