[22.10 FEAT] Update s390-tools to v2.23, the target version for kinetic

There is a PPA build for the new 2.23 package (using proposed and with that gcc-12) at:
https://launchpad.net/~fheimes/+archive/ubuntu/lp1986991
(But I've also successfully build it locally using gcc 11).

The debdiffs (s390-tools and s390-tools-signed) follow ...

The attachment "s390-tools_kinetic_from_2.20.0-0ubuntu5_to_2.23.0-0ubuntu1.diff" seems to be a debdiff. The ubuntu-sponsors team has been subscribed to the bug report so that they can review and hopefully sponsor the debdiff. If the attachment isn't a patch, please remove the "patch" flag from the attachment, remove the "patch" tag, and if you are member of the ~ubuntu-sponsors, unsubscribe the team.
