[22.10 FEAT] Support IBM z16 Processor-Activity-Instrumentation Facility (s390-tools part)

The plan is to integrate this with the s390-tools version bump to v2.23 (planned for early August).

If the plan is to use s390-tools version 2.23 (or the predecessor 2.22), then all the necessary patches are included.
