Default Acquire::AllowReleaseInfoChange::Suite to "true"

Fixed since 2.1.10, which is in groovy already.

Accepted apt into focal-proposed. The package will build now and be available at https://launchpad.net/ubuntu/+source/apt/2.0.5 in a few hours, and then in the -proposed repository.

apt's tests failed, I believe the regressions are just intermittent unrelated issues.
