Does Zim support other languages on Windows?

I would like to set Zim to German like on Linux distributions, but I haven't found any plugin or installer for that.

Is there one or is it not possible on Windows?

This is not a plug-in but an environment parameter. Please see the manual
how to set a "get text" environment parameter on Windows.
