External links don't open (Kubuntu16.10)

Asked by Mike Morris

After an upgrade from Kubuntu 14.something to 16.10 external links no longer work.

Creating a link such as [[~/Documents/creative/DrFu/FuWiki/notebook.zim | FuWiki]] (i.e. another notebook)
or [[~/Desktop/Documents/Chickens.mm]] (should/used to open in a different app) appears to work, but clicking the link does nothing. Same goes for http[s] links.

Small annoyance, and it's probably some KDE weirdness/config but would be nice to get it sorted out. Any pointers or clues will be much appreciated.
