Background/picture import problem

I cannot import a picture/background when I browse my xibo library. I cannot bring in any new pics. I get an error code.
getting error message:

Application Message: There was an error uploading this file [Code 7]

Even when I copy a jpeg onto my desktop, then I try to add the jpeg to the library I can do that without a problem. But when I edit, then browse and select the newly added jpeg, I get this message.

I am running Xibo version 1.4 on a windows 7 system. Did not make any changes to anything other than going from version 1.2 to 1.4. If it is a PHP issue, not sure where I go to verify if it is configured correctly. I am a user.
I have confirmed that I have permissions to the library.

Good morning, still getting the same results as described above. It was suggested that I upload a small jpeg, which I have done. I have also opened the image in paint and adjusted the sizes (pixels), then saved it to my desktop and tried to upload it. Same error code.
It was also suggested that I check how PHP is configured, which I am not familiar with.

I am not familiar with configureing PHP to accept large file uploads.

Telling us what version of Xibo you're running would probably be a good
start.

Also what OS the server is running on, client, web browser etc

Then next how you configured PHP to accept large file uploads.

Finally check you have given your webserver permissions to write to the CMS
library

Try uploading a very small jpeg file - that should confirm if it's a
filesize issue.

I am still waiting an answer on this please. I have updated the ticket last time and have not heard back from anyone.
The problem still exists.

I'm sorry, I missed something......about a month ago I asked "how do I configure PHP" because I was not familiar with this process, but heard nothing back. Now you are telling me to follow the instructions to configure PHP.
Call me dumb, but I do not see instructions in the FAQ to do this?
