Cannot download Windows installer

This is the link provided for the certified Windows installer:

http://www.ubuntu.com/download/desktop/thank-you?distro=wubi&release=&bits=

Clicking it takes me to the root download page; no files download. This problem exists in IEx64, Chrome, Firefox, and Safari browsers.

With firefox 13.0 clicking on the link opens the download dialog window saying 'wubi.exe' (2,4 MB) from http://mirrors.melbourne.co.uk
