See this thread for Wubi issues with the 10.10 upgrade: http://ubuntuforums.org/showthread.php?t=1639198

Basically, you have Problem #2 and the Solution #2 is to copy c:\ubuntu\winboot\wubildr over c:\wubildr - that will get it booting, after which you should apply the Permanent Fix.

If you are in a 'dos' command prompt: copy c:\ubuntu\winboot\wubildr c:\wubildr

If you are in Windows, browse to the c:\ubuntu\winboot\ folder, right-click on "wubildr", select "copy". Then browse to c:\, right-click on a blank space and select "paste".

In both cases you'll be prompted whether you want to overwrite.

If you want to be cautious, you should backup the c:\wubildr file first.
e.g. copy c:\wubildr c:\wubildr.backup

bcbc proposed the following answer:
If you are in a 'dos' command prompt: copy c:\ubuntu\winboot\wubildr
c:\wubildr

If you are in Windows, browse to the c:\ubuntu\winboot\ folder, right-
click on "wubildr", select "copy". Then browse to c:\, right-click on a
blank space and select "paste".

In both cases you'll be prompted whether you want to overwrite.

If you want to be cautious, you should backup the c:\wubildr file first.
e.g. copy c:\wubildr c:\wubildr.backup
