Quotes displaying Giberish

New installation Ubuntu 20.04 (minimal installation )

I think I need a Codec, text Software, or something, the quotes are not displaying text but machine code as in

201c
0050
0069
006c etc
at this point the only texting programs installed are :

LibreOffice
Text Editor

I have tried removing and reinstalling but not via terminal
