Hi Ralph,

Canonical pays for the free 2GB of storage. The idea is that offering
a free plan is a nice benefit for every Ubuntu user. Hopefully after
using it people will want to upgrade to the paid plan and that will
offset the cost of the free storage and also fund ongoing Ubuntu
development work. The paid plan includes more storage, and in the
future there will be other features that are only available in the
paid plan.
