The softwares showed by Synaptic are determined by your software source(s).
Please edit your software source(s) to solve the problem.

Maybe you do not know what software source includes the lib "libdvdcss2", you can Google for further information.

This might help you:

https://help.ubuntu.com/community/Medibuntu

libdvdcss2 is not in the default repositories of Ubuntu, because some countries have patent or copyright restrictions in place which make it illegal to distribute some software.

If this doesn't apply to you, you can just add the repositories.
