ERROR 1045 (28000): Access denied for user 'root'@'localhost' (using password: YES)

I upgraded to 16.04
I have tried uninstalling and reinstalling Mysql, several times
I tried the solution here https://answers.launchpad.net/ubuntu/+source/sudo/+question/161558
I have tried the solutions in several forums
i keep getting ERROR 1045 (28000): Access denied for user 'root'@'localhost' (using password: YES)

can someone please give me full and accurate instructions for TOTALLY removing mysql, all existing databases, user accounts etc
and the correct method of reinstalling it , please leave nothing to chance (dont expect me to know that i should do something)

An important note for everyone, it is a total Remove that means Databases, passwords and user accounts, as well
