When will subversion 1.6.0 be available

I am wanting to know when Subversion 1.6.0 will be available and will it be available for Ubuntu 8.04

Stable versions very rarely receive updated versions of packages; see https://wiki.ubuntu.com/StableReleaseUpdates
So it's unlikely svn 1.6.0 will ever be put in hardy (although that's entirely up to the package maintainer.)

It doesn't look like there are any alternative repositories providing svn packages. If you really need 1.6, you'll probably have to install it from source.
