Try adding the Medibuntu repository (medibuntu.org) then install the libdvdcss2 and smplayer packages. Launch SMPlayer from Applications, System Tools.

Hi! Please copy-paste the following commands in the Terminal:
sudo apt-get install gstreamer0.10-ffmpeg gstreamer0.10-plugins-ugly gstreamer0.10-plugins-ugly-multiverse gstreamer0.10-plugins-bad gstreamer0.10-plugins-bad-multiverse

This will install the GStreamer library packages needed to play DVDs.
(Due to legal reasons, Ubuntu does not ship with packages to decrypt DVD. You really have to install it manually.)

You can also try installing the Ubuntu Restricted Extras which includes the packages mentioned above.
