Can't open folders, can't even update.

I'm using the latest Ubuntu from the website.
But when I try to install Skype, it starts UBC (Ubuntu Software Center) then 1 second later, it closes and nothing happens.
This also happens to folders like Home, Firefox downloads folder.
But the System Settings is opening good.
Please help me fix this issue.

can you give the output of:

lsb_release -a; uname -a; apt-cache policy skype

It works.
I followed the intrusctions from the link that I posted.
