The Epson scanner drivers continue to be available, it is just that they are provided ony another server now, no more avasys.jp but epson.com
To search for the linux drivers use http://download.ebz.epson.net/dsc/search/01/search/?OSC=LX

I guess you need

iscan_2.29.1-5~usb0.1.ltdl7_i386.deb 381.78 KB
or
iscan_2.29.1-5~usb0.1.ltdl7_amd64.deb 398.34 KB
depending whether you have the 32 or 64 Byte version of Ubuntu
and
iscan-data_1.23.0-1_all.deb 31.02 KB

Instructions are in
userg_revQ_e.pdf 612.49 KB
(use the instructions that contain .deb, not those with .rpm and use "sudo dpkg ..." where the instruction states "dpkg ...")

Can you please explain what problem you want to describe with "The driver does not down load".

Do you have problems understanding the instructions, or problems downloading, or problems installing, or problem using the printer/scanner, or...
Please provide the full error message of you see one.

Have you ever tried entering "Perfection V600 Photo" as the prodict name, or just "V600"?

I tried entering Perfection V600 Photo but it still goes back to the start
asking me to put my scanner name in again.

open the web page
http://download.ebz.epson.net/dsc/search/01/search/?OSC=LX
put "v600" (without the quotes) into the box for the product name and click on the icon with the magnifying glass. Just pressing "Enter" apparently does not work.
