If you're talking about the desktop publishing application Scribus, the recommended way to install that in Ubuntu is to install the Ubuntu package called scribus (one way to do that is in the Software Center).

If you're trying to install a different application also called Scribus, or you have some reason why you don't want to install Scribus in the standard way, please post a reply, including:

(1) What you are trying to do, and (if not otherwise obvious) why you cannot use the scribus package.

(2) A detailed description of the steps you have performed so far, and what has happened, including the full and exact text of any error messages.

(3) If not already stated, the full and exact name of the archive file for Scribus that you're trying to open, and where you obtained it.
