Well, kinda. To listen to music files of non-free, restricted formats in rythmbox, you need to install the appropriate codecs. He doesn't have to install ubuntu-restricted-extras, although installing ubuntu-restricted-extras would most likely fix it, and is probably the easiest method. However, he might not need to have all of the extra stuff installed, like MS fonts. The stuff ubuntu-restricted-extras installs might not be legal in his country, due to software patents or other issues. Sigh.

Installing ubuntu-restricted-extras in synaptic will make most everything that does work, work. You can also use the terminal and type "sudo apt-get install ubuntu-restricted-extras", if that's what you want to do.
