volume applet behaviour

Working with headphones, when moving the mouse wheel over the speaker icon first raises PCM level, then headphones and finally master level.
What sense have to act on master level as I don't have nothing plugged in it?
What's more, with this behaviour at 10% of output level my music level is actually at 100% (100% on PCM, 100 on headphones, 0% on Master)

This behavior should be asked of the volume control applet, which is in the gnome-media source package. It isn't directly related to PulseAudio.
