How can I restore the ability to have different programs send their audio to different devices under Precise?

Under 10.10, the Pulseaudio system allowed me to set different output devices for different programs, and remembered that setting. This was extremely useful, as I could have low-quality sounds (desktop bloops and bleeps) go to the internal speakers of my laptop, high-quality sounds (music, movie audio) go to my stereo via S/PDIF, and the audio for my PSK31 go out the USB soundcard tied to my HF transceiver. And it Just Worked.

Now, under Precise, there seems to be no way to select different output ports for different applications unless the applications themselves support it - and most applications assume that if you are using Pulseaudio, you will let Pulseaudio handle the output selection, so they don't supply any want to change it away from default. As as result, all my audio goes to one place , which Just Doesn't Work!
