reproduced problem:

  $ PULSE_SERVER=localhost:4716 ALSA_PCM_NAME=pulse padsp vlc /dev/cdrom >>/tmp/vlc.$$.ort 2>&1
Segmentation fault (core dumped)

  $ vlc /dev/cdrom >>/tmp/vlc.$$.ort 2>&1
[no problem without padsp]

pulseaudio-utils 1:4.0-0ubuntu6
vlc-nox 2.0.8-1
