can not open .rar extensions

RAR-UNRAR format are Non-free packages, thats why they are not installed by default.
Open Synaptic and search "rar" and "unrar". (You need to have multiverse repositories enabled). Then select and install

Or if you prefer, open a Terminal (Applications - Accesories - Terminal)
and write (or copy&paste) next line:

sudo aptitude install rar unrar
