This depends on the bittorrent client you are using. Some programs do have the abiltity to assign speed limits, some don't. Which one are you using?

Right click on the item and click Speed Limits.

Gijs Peek : i thought this was a discussion about ktorrent in ubuntu? is there different ubuntu builds? i think it says ktorrent 2.1

Bryan Haskins : i dont see that option

blackjackdavey, if you are using Deluge you can easily do that by right click on every single torrent that are you downloading.
You can also set a global up and download rate...

Right click and then go to "Speed Limits" or CTRL + L in Ubuntu 9.10
