why is kernel-package not available in Groovy

I would like to build my own Kernel package(to see if it fixes problems that I have with resuming from suspend, which I do not have with the live usb stick, but it uses kernel 5.4, which is not available in Ubuntu apt repositories for groovy otherwise) , but realize kernel-package is missing in Groovy.

What's the reason for this? Will this package cease to exist in Ubuntu?
