my all setting are disturbed and there is nothing on desktop. how to make settings as default.

my all settings are disturbed. there is nothing to display on my desktop. i can open any folder by command. how to make settings as default and how to upgrade ubuntu by 9.10.

If you can, backup all your files and consider a clean install
