Just because a newer package is available does not automatically make the current one out of date.

What is in the newer version that you need?

The newer version supports true color. Also, the author himself considers
the Ubuntu version out of date on his website.

Then I suggest you report a bug. If the version in the repositories is no longer supported then the package should be updated

https://github.com/andre-simon/highlight/blob/master/ChangeLog lists lots of modifications between 3.18 (in Ubuntu) and the current 3.36 version.

As actionparsnip already told: Create a bug report to request an update.
