I got this error message after I typed "make" in the gnome-terminal
directory

May I ask you what gnome-terminal directory you are talking about?
Is this an original source package, an ubuntu/debian source package, an svn download or something else altogether?

the original source package

I believe you have to add an author, corpauthor, editor, othercredit, or publisher element with the role attribute set to "maintainer" to the file gnome-terminal-X.XX.X/help/C/gnome-terminal.xml.
This is for example a tag in the form <author role="maintainer">.
Note that this being an original source package, has nothing to do with ubuntu.
