how to manage tar.gz files

I've downloaded some tar.gz files form the gnome portal (themes section), that I wanted to install but I don't remember how. I've tried using the terminal but that doesn't work. I tried the Ubuntu Software Centre but that doesn't work either. Can anypone tell me if I'm doing anything wrong?

Or if there is an app or a way to install it trough the terminal?

Right-click on your Desktop background -> Change Desktop Background -> then select Theme tab -> Install ... and you should be able to select your downloaded theme files.
