Maybe tuning the driver with some options helps:

echo "options rtl8192ce swlps=0 fwlps=0 ips=0" | sudo tee /etc/modprobe.d/rtl8192ce.conf

Then reload the driver with
sudo modprobe -rfv rtl8192ce && sudo modprobe -v rtl8192ce

If that does not help at all, you can undo the modification with
sudo rm /etc/modprobe.d/rtl8192ce.conf
and reloading the driver again.

Remarks:

It seems that you have mistyped some commands. Why didn't you use copy and paste?

Your output shows that you are running Ubuntu focal, but you have a repository for Ubuntu bionic activated.
This does not make sense.
I assume that there is a redundant line somewhere in the /etc/apt/sources.list configuration file that refers to bionic.
That line should probably be deleted (or eventually updated for focal).

For updating the sources.list configuration file that it correctly reflects your Ubuntu release proceed as follows:

Open a terminal window and issue the command

sudo gedit /etc/apt/sources.list

Change all occurrences of "bionic" to "focal", except in the first line. The first line should stay as it is.
Save the file and close the editor.

Is there any change in WLAN behavior with the added options?
