Are all Mahjongg games winable without re-shuffle?

Can all Mahjongg games be won without requiring a re-shuffle? It would be very challenging to play knowing that there was ALWAYS a direct path to a win, no re-shuffles needed.

Not quiet sure about this, I personally think they should require a
re-shuffle which makes things a little easier :)
