https://launchpad.net/~ubuntu-mozilla-security/+archive/ubuntu/ppa seems to contain package firefox - 39.0+build5-0ubuntu0.12.04.1, why isn't that copied to the official repositories?

Because other packages have more pressing issues is one good reason. Why do you need version 39 so very badly? Are you having issues in the version you are presently using?

see https://answers.launchpad.net/ubuntu/+source/firefox/+question/268907 for an older question about the same topic from the time when firefox 39 was not available for any release.
It seems that for trusty and up the version 39 has meanwhile been published.
We will see what the development will be for precise.

The build for x86 on 12.04 currently crashes on startup, or within a few seconds of startup.

Can you help with this problem?
