Also, since you've decided to use a separate question to discuss the problem with the Update Manager itself, please mark the original question (https://answers.launchpad.net/ubuntu/+source/ubiquity/+question/174301) as Solved. Generally speaking, there should not be more than one question about the same exact topic open by the same person at the same time, as this leads to great confusion.

Also, please note that with a 384 kbps connection, you should be able to download at a raw speed of 48 KB/s. Even taking into account TCP overhead and less-than-ideal network conditions, you should be able to download at about 30 KB/s. The Oneiric CD .iso images are about 700 MB, so that would take between 6 and 7 hours, which I do not consider to be an excessively long time, but perhaps you do, or perhaps you have bandwidth caps that would make such a download financially expensive. Upgrading to Oneiric with the Update Manager might take almost as long, as a significant amount of content must be downloaded for that as well.

If the problem is that a web download of the .iso file always gets interrupted, then using bittorrent should solve that problem.

If you do not want to download hundreds of megabytes, then you should obtain a CD from a friend or order one (see http://shop.canonical.com/product_info.php?products_id=915 and http://www.linuxcd.org/?ref=distrowatch and note that there are other options too).
