Hi,
is this related to your former question?
https://answers.launchpad.net/ubuntu/+source/firefox/+question/65841
Just wondering is the issue static or choppy now?

To provide some helpful answers more information is required,
#which Ubuntu, is it a standard installation or did you make any changes - which
#in which app you play the video, directly in firefox or in a standalone player
#are there links you can provide, is the issue just with a specific website or any
#is the issue with any player or with a certain one - which one
#do you know how to use a terminal

Actually version 10 hasn't issues.
Options:
#about turning off Compiz
system preferences -> appearance -> tab visual effects = None

#change default setting for video output module
system preferences -> multimedia (or alike)
In a terminal the command to open this tool is:
gstreamer-properties

tab video -> output plugin = X Window System (no Xv)

If this all doesn't help it's likely a graphic card issue, hence to get relevant information usage of terminal is a must (in order to gather information easy, fast and precise).

You can also look here:

it is an excellent tutorial that has some downloads which will probably address your issues.
