change language in firefox

Where can I get such XPI for Mozilla 3.5.1 for German for Ubuntu 9.04?
I downloaded German Mozilla for Linux from the mozilla download page, then set general.useragent.locale=de.DE, but I still see the menus in English.
Please help!

I get "Segmentation fault". I guess it's not enough to just unpack it.

version 3.5.

Ok, where can I get the German XPI for Version 3.0.11?
The ubuntuforums.org link above points only to old XPI (2.0.0.11) and all links are dead.
