Is dbus required during systemd reboot? (16.04)

On my minimal VM install (16.04 LTS), when i issue reboot, it will show this error everytime:
"Failed to connect to bus: No such file or directory"
and it looks like holding there for a while.

After investigation, I found that the minimal install of ubuntu does not include dbus at all. So is systemd requires dbus during reboot? Can I safely ignore it? and i think this error may cause confusion with end users (cosmetic issue).

Hi, thanks for your response.

it can reboot anyway. But the behavior is different from usual reboot. It does not show the usual message when you reboot server (like "connection closed from XXX" or "system is reboot now"). It just stop there after the error message. I need to press a few enter to see if it is still alive. (I'm connect from ssh session.)
