During download of programs and updating this error occurs.

E: Could not get lock /var/cache/apt/archives/lock - open (11 Resource temporarily unavailable)
E: Unable to lock the download directory

This means that there is an active program that is updating/installing, probably the automatic schedule to check for package updates. So to solve this close all Synaptics windows, terminate all apt-get sessions (if any) and try again.

Yep, Guillermo is right about this too. Just close Update Manager, Synaptic Package Manager, Add/Remove Applications and any console that's running apt (but not halfway through any of them downloading or installing anything of course). Then try again. This should work now.
