Upgraded OS now can't install or mount a USB

I can't install any software and I can't mount a USB stick to move files around. Otherwise I can still use my computer but want full functionality back again. I can open the Ubuntu software center but I get an error message when trying to install anything. Here is the error message:

Software can't be installed or removed because the authentication service is not available. (org.freedesktop.PolicyKit.Error.Failed: ('system-bus-name', {'name': ':1.138'}): org.debian.apt.install-or-remove-packages

I upgraded from Ubuntu 14.04 to 14.10

Why did you upgrade?

14.04 is LTS and supported til April 2019. If you had waited til next year and the release of 16.04 then you could have upgraded directly to 16.04 (LTS to LTS upgrades are supported and recommended)...
