Best way to get apt-offline onto an offline machine

I'm trying to update an offline computer using apt-offline. I'm not sure how to get the package in a form that can be installed on the offline computer. I've found several articles like this: http://www.researchut.com/tools/apt-offline all explaining how to use it once it's installed, but it wasn't installed with the OS apparently.

My offline computer is running Ubuntu 12.04 LTS.

Any insight would be awesome.

You don't need any special software. Just copy the debs from /var/cache/apt/archives from one PC to the other then install using dpkg in the terminal. You will obviously need to use the online system to pull down deps if you are missing any deb files but this is all you need to do.

Would this still be true if using a different version of Ubuntu on each computer? If I'm running 14.04 as my online OS and try to just send the packages over to the other machine running 12.04 is it likely that there might be problems with compatibility?

The directions I found talk about making a file on the offline comp that specifies what packages for the online system to get. Is that necessary?
