Blocked flies/programs

I am a newbie to ubuntu...Base on a guide posed on XDA DEVELOPERS I downloaded some flies/programs through ubuntu's terminal (mobile phone work)which was successful for the most part.However,when they(as well as I)attempted to install/open them...Ubuntu BLOCKED our actions(obviously the xda poster was unaware of ubuntu's "OUTSIDE"repository polices).Ubuntu referred me to it's wiki pages(which I found extremely informative).However,I was in hopes of finding a STEP GUIDE .At any rate,if possible,can someone please give the the necessary step-by-step procedures/commands I need to get these flies/programs install and running.

As long as you do not supply more details about which files/programs you want to install, and what error messages you receive, there is not enough information contained in your question that we could provide help.
