Switch from the India server to the main server may help. You can do it in software centre

To change over to the main server you can try the following:

open a terminal (e.g. by simultaneously pressing ctrl-alt-t)
issue the command
gksudo software-properties-gtk
This should open the configuration dialogue window that allows you to select a server.

When you have changed over to the main server, please issue the following command:

sudo apt-get update && sudo apt-get upgrade

Then select all output and copy/paste it into this question document that we can check.

If there is no configuration dialogue window opening, what else happens if you issue "gksudo software-properties-gtk" or just "software-properties-gtk" (without gksudo) in a terminal window?

You cannot upload images to launchpad answers. For adding a screen shot or similar you would have to upload that picture to some other picture hosting servre (e.g. imgur, imageshack, postimage.org, ...) and then add the link to that picture into your launchpad answer posting.

Open a terminal and issue the command

sudo rm /var/lib/apt/lists/in.archive.ubuntu.com_ubuntu_dists_raring_main_i18n_Translation-en
(use the file name that is displayed in the traceback).

Then try "software-properties-gtk" again.
If you see a similar traceback with a different filename, use "sudo rm /var/lib/apt/lists/...filename..." again using that other filename, and repeat "software-properties-gtk" until either the config dialogue shows up (then use it to switch to the main server), or you receive a different error message (in that case please copy/paste it into the question document).

I see that you have changed to the main server, and updating the package inventory data (apt-get update) went well.
Parts of the step to update the packages (apt-get ugrade), however, failed for whatever reason.

It seems to me that there is some kind of instability in your network connection, maybe some problem with the proxy server.
Messages like "Failed to fetch http://archive.ubuntu.com/ubuntu/pool/main/u/usb-creator/usb-creator-common_0.2.47.1_i386.deb Size mismatch" also indicate that some of the .deb files were not correctly received by your computer, but there was something else arriving at your system (could e.g. be some kind of error message in form of a html file sent by the proxy).

Maybe this was just a temporary problem, and repeating "sudo apt-get upgrade" might succeed in downloading all packages for installation.
