Files missing from Ubuntu servers?

On upgrading to Precise, the Update Manager hung on file 2224 of 2226. There is an error message for each file. The first one reads:

Failed to fetch http://us.archive.ubuntu.com/ubuntu/pool/main/p/pciutils/libpci3_3.1.8-2ubuntu5_i386.deb Connection failed [IP:91.189.91.13 80]

If I attempt to download manually, I can see the file list in 91.189.91.13/ubuntu/pool/main/p/pciutils/, but the server fails to respond to a download request from Firefox. It appears that the server is up, but it failed to download the files. A retry also failed using the main server instead of the U.S. server.

The missing files are blocking the upgrade attempt.

Have you tried switching to the main server?

Yes. See last sentence of first paragraph: "A retry also failed using the main server instead of the U.S. server."

Do you ever sleep? Whenever I post something, you're always there with a reply, and usually with a ready incantation. Much appreciated.

By the way, the other two missing files were
 http://us.archive.ubuntu.com/ubuntu/pool/main/p/polkit-kde-1/polkit-kde-1_0.99.0-3ubuntu5_i386.deb at [IP: 91.189.91.15 80]
and
 http://us.archive.ubuntu.com/ubuntu/pool/main/libr/libreoffice/libreoffice-emailmerge_3.5.4-0ubuntu1.1_all.deb at [IP: 91.189.92.190 80].

Whatever the problem was, it has cleared. All files eventually downloaded from the U.S. server.
