The package system is broken

When I try to use Update Manager, I get the message that "The package system is broken". I removed ecternal software sources, but the problem remains. Moreover, my Dash won't open. I went though the steps at https://help.ubuntu.com/community/PackageManagerTroubleshootingProcedure , and get the following output:
