can't open ubuntu software centre and some other problems

I have this message in the top right-hand corner of my computer under a symbol which is a red circle with a white line through it:

E: Encountered a section with no Package: header
E: Problem with MergeList /var/lib/apt/lists/security.ubuntu.com_ubuntu_dists_oneiric-security_main_i18n_Translation-en
E: The package lists or status file could not be parsed or opened.
E: _cache->open() failed, please report.

I can't open Ubuntu Software Centre. Also, internet windows appear without the maximise, minimise and close buttons. And sometimes windows get 'stuck' and can't be minimised.

Can anyone help me to fix this?
